The Three Zones
Humane Housing refers to safe, stable, and affordable homes that serve a full range of income levels and promote residents’ overall well-being. It is designed to be structurally sound housing with adequate space, minimal barriers to access, and located within diverse neighborhoods that avoid gentrification, segregation, and concentrated poverty. It is housing with access to services or community networks and ensures proximity to work, school, food, healthcare, nature, and recreational outlets. Humane Housing fosters community connection that allows all Georgians to live with autonomy and the ability to thrive.
Basic Needs for Health and Safety are the conditions that allow people in Georgia to survive, stabilize, and thrive, including access to food, water, safe environments, and preventive and responsive healthcare. This Vital Condition recognizes the interconnected roles of healthcare access, safety, and upstream conditions in shaping health outcomes and emphasizes early identification of risk, coordinated care, and community‑informed supports.
Belonging and Civic Muscle is defined as “the special capacities of people and organizations that convey to all a sense of being part of a community (belonging) and having power (civic muscle) to shape our common world.”

Why This Matters
The Playbook is being developed through the Georgia Thrives Together Community of Practice’s Special Interest Groups. The actions featured in this experience represent ideas and opportunities that emerged through collaboration among partners across sectors on how to move the needle toward thriving in these three Vital Condition areas across Georgia.
Moving these actions forward requires participation from many different organizations, perspectives, and roles.
